Getting an HT installation from drawing board to live connection in AP or Telangana involves more than one authority, and the sequence matters. Here is the order the process actually follows.
Andhra Pradesh has three DISCOMs by region — APEPDCL (Eastern), APSPDCL (Southern), and APCPDCL (Central) — while Telangana is split between TGSPDCL (Southern) and TGNPDCL (Northern). Every synchronisation and energisation approval routes through whichever DISCOM the site falls under, so confirming the regional split before filing avoids applications going to the wrong office.
Source: APEPDCLBefore construction, the installation's Single Line Diagram goes through statutory drawing approval — a technical review of the design against safety and protection-coordination requirements. This step happens ahead of both CEIG inspection and DISCOM engagement, and changes to equipment or layout made after this approval without notifying the inspectorate risk a mismatch being flagged later.
Once construction matches the approved drawing, the installation is inspected by the Chief Electrical Inspector to Government (for installations above 33kV) or the regional Electrical Inspector (for smaller HT loads). This step confirms the physical installation is safe to energise — it is a separate authority and a separate step from the DISCOM's own approval.

CEIG clearance does not automatically trigger this — it has to be applied for and coordinated with the relevant DISCOM office as its own step.
Electrical contractor licences in India are issued by voltage band under Section 53 of the Electricity Act, 2003 — Low, Medium, High, and Extra-High Voltage. An 'A' Grade licence covers work beyond 132kV, which is why a project spanning multiple voltage levels — say, an 11kV consumer switchyard through a 132kV substation — can stay with a single licensed contractor rather than needing a second one brought in partway through.
